Competent person
for UVV testing in scaffolding construction / of scaffolding

according to DGUV Information 201-011

Befähigte Person zur Prüfung von Gerüste

Are you involved in scaffolding construction? Then you know that the safe erection, modification, and dismantling of working and protective scaffolding, as well as its safe storage, transport, and post-assembly inspection, are the responsibility of the contractor. They must provide the user/client with properly functioning scaffolding and ensure that the measures specified in the risk assessment are implemented. By law, the equipment must be inspected for operational safety at least once a year. To enable you or one of your employees to inspect scaffolding as a qualified person in the future, we offer participation in our seminar "Competent Person for Accident Prevention Inspections in Scaffolding Construction." Learn more now or find a suitable date directly!

Which work equipment must/may a qualified person in scaffolding construction inspect?

The competent person for the inspection and acceptance of scaffolding is authorized to inspect, among other things, the following working and protective scaffolding for their suitability for use:

  • Scaffolding on facades

  • Space scaffolding

  • Suspended scaffolds

  • Console scaffolding

  • Safety nets

  • Mobile scaffolds

This does not include "trestle scaffolds," as these are constructed using trestles and are therefore not working and protective scaffolds (see DGUV I 201-011). Consequently, they may not be inspected by a qualified person for accident prevention regulations in scaffold construction.

A separate training course or an additional module must also be booked for the UVV inspection of the following work equipment:

Furthermore, you might also want to be able to check whether all persons are wearing the necessary personal protective equipment (PPE). If so, you will also need to attend a separate seminar to become a qualified person for inspecting PPE against falls from height .

Why is a safety inspection (UVV) for scaffolding or a qualified person in scaffolding construction necessary?

In principle, the employer must have their work equipment, especially equipment whose safety depends on the assembly conditions, regularly inspected for safe operating condition by a qualified person, but at least once a year (§ 57 of DGUV Regulation 1). The German Ordinance on Industrial Safety and Health (BetrSichV) obliges them to determine and carry out, or have carried out, the inspections themselves – including in scaffolding construction – by means of a risk assessment.

Accidents involving scaffolding are one of the most frequent causes of fatal workplace accidents. At the very least, falls from scaffolding often result in a very long period of absence from work. It is therefore all the more important that a qualified person can and does inspect the scaffolding in your company after every assembly and before every use.

This safety inspection (UVV inspection) must be carried out by a qualified person for scaffold inspections (UVV inspector) and documented in a legally compliant manner. You can, of course, outsource this – or have it carried out by your own company, thereby saving time and money.

We reliably train you and your employees to become certified safety inspectors for scaffolding and protective structures, in accordance with the regulations of the German Social Accident Insurance (DGUV), so that you can begin conducting safety inspections immediately after the course. We ensure that you and your employees are informed about regulations and laws regarding the proper use of scaffolding and can carry out safety inspections according to the rules prescribed by the DGUV.

Why are up to 3 modules (examiner qualifications) possible per course day with us?

As preparation for the training day, our participants complete an e-learning module for each booked piece of equipment. This module covers the fundamentals of expertise and provides an introduction to the relevant regulations. This ensures that participants are optimally prepared for the training day and can thus use their time effectively for in-depth study of up to three pieces of equipment.

Our services:

  • Approved training by the employers' liability insurance association

  • You will receive a certificate confirming your successful completion of the course.

  • Our preliminary e-learning module allows for up to 3 examiner qualifications per course day.

  • Newsletter service for changes to laws or regulations

  • Easy-to-understand teaching materials

  • Examiner starter kit:

    • Folder with all regulations

    • 20 plaque base carriers

    • 40 inspection stamps (with blank space for entering the inspector's number)

Requirements:

To be able to inspect scaffolding or become a qualified person in scaffolding construction, you must be able to demonstrate completed technical vocational training or another technical qualification that enables you to inspect and assess the equipment. Furthermore, we require verifiable practical experience with the equipment (TRBS 1203).
